Hardware question: What size screws and how many are needed? I see the above answer that says the hardware is listed in "our experts recommend," but all I see is the snap-in-nut, not the actual screws. Thank you.

Quantity 4 of a Mopar part number 06510251AA but we do not have a source for the M4.2x1.41x23.50 Hex Head screw and washer. Sorry for the inconvenience.

Yes my rear tire carrier covers up part of my license plate I need to move it out or up a little bit I've seen people get pulled over for this what can I do

The most popular solution is to move the plate to the center of the tire carrier (Smittybilt 4434) and use a delete panel (Mopar 55397112AB) to cover the hole where this was removed.
